Artistic Council Rules of order

Theatre Faculty of the Academy of Performing Arts in Prague

Article 1

Introductory Provisions

  1. The Artistic Council of the Academy of Performing Arts in Prague (hereinafter the “artistic council”) pursuant to §§ 25,29 and 30 of Act No. 111/1998 Coll. on Universities and the Amendment of Certain Other Acts (the Universities Act), hereinafter the “Act”, is a self-governing academic authority for conceptual and expert matters.
  2. The Artistic Council
    1. considers the long-term plans of the Theatre Faculty of the Academy of Performing Arts in Prague (hereinafter “DAMU”),
    2. approves study programmes to be realized at DAMU,
    3. exercises authority in the habilitation process and professorship appointments,
    4. addresses questions submitted to it by the dean.
  3. The DAMU Artistic Council Rules of Order are an internal regulation of DAMU pursuant to § 33 (2)(e) of the Act.

Article 2

Procedure for selection and appointment of members of the Artistic Council

  1. Members of the Artistic Council are appointed and recalled pursuant to §29 (1) by the dean of the faculty with the consent of the DAMU AS.
  2. The composition of the Artistic Council is regulated by § 29 (2) of the Act. Members of the Artistic Council are important representatives of fields in which DAMU engages in educational, artistic, research and other creative activity. At least one third are persons who are not part of the AMU academic community.
  3. After consideration and approval by the DAMU Academic Senate of nominations to the Artistic Council, the dean shall ask the candidates to verify their personal data and to state whether they agree to serve on the Artistic Council.

Article 3

Chairperson, deputy chairperson and secretary of the Artistic Council

  1. The chairperson of the Artistic Council is the dean, who:
    1. convenes meetings of the Artistic Council,
    2. presides over its meetings,
    3. proposes its meeting agenda and prepares resolutions,
    4. signs its documents, especially the results of proceedings for habilitation or professorship appointments,
    5. is entitled to demand documentation necessary for Artistic Council activities,
    6. may invite guests to Artistic Council meetings,
    7. guides the activity of the Artistic Council secretary.
  2. In the chairperson’s absence, he/she is replaced by his/her authorized deputy, who is a designated vice-dean.
  3. The Artistic Council secretary is not an Artistic Council member, and may participate at Artistic Council meetings without voting rights. The dean shall appoint a selected employee to the position of secretary. The Artistic Council secretary performs administrative and technical activities necessary for Artistic Council activities.

Article 4

Artistic Council meetings

  1. The Artistic Council generally meets four times but not less than twice annually.
  2. Members may not send substitutes to Artistic Council meetings.
  3. The quorum for an Artistic Council meetings is the presence of an absolute majority of all Artistic Council members.
  4. The chairperson of the Artistic Council sets an agenda and informs the members of the draft agenda no later than together with the invitation to the Artistic Council meeting. Supporting materials for the meeting shall be available for perusal at least one week before the Artistic Council meeting on the DAMU website and at the dean’s office. The meeting agenda is approved when the meeting is called to order, after any motions for its amendment have been considered. All Artistic Council members are entitled to propose amendments.
  5. The chairperson shall give Artistic Council members the floor in the order in which they request it. If time presses, the chairperson is entitled to limit or terminate discussion even if some persons who requested to speak have not yet spoken. Comments not delivered at a meeting may be published in writing in the faculty library.
  6. The Artistic Council resolves on individual agenda points by voting, either by acclamation or by secret ballot, as decided by the Artistic Council in advance. A vote shall be taken by secret ballot if even a single member so wishes. The carrying of a motion for a resolution requires the consent of an absolute majority of all present Artistic Council members, unless stated otherwise in the Act. Pursuant to § 72 (9) of the Act for the habilitation process and pursuant to § 74 (6) for a professorship appointment process, Artistic Council votes are always by secret ballot for resolutions in those areas.
  7. Artistic Council meetings are not public unless the chairperson decides otherwise. Public or expanded Artistic Council meetings are held on ceremonial occasions.
  8. The Artistic Council is entitled to request expert evaluations to assist its decisions. Evaluators may never have a relationship to the evaluated subject and may not have an interest in the given matter. Evaluations must be submitted in writing. DAMU pays for the cost of preparing evaluations.
  9. Artistic Council members receive the resolutions of the Artistic Council in writing.
  10. Administrative costs connected with Artistic Council activities are paid by DAMU.

Article 5

Concluding provisions

  1. The Rules of Order of the DAMU Artistic Council dated 9 June 1999 are abolished.
  2. These Rules of Order of the DAMU Artistic Council, other internal regulations and rules for DAMU are kept at the AMU chancellor’s office, the DAMU Dean’s office and the DAMU library.
  3. The Rules of Order of the DAMU Artistic Council were considered and ratified pursuant to § 27 (1)(b) of the Act by the DAMU Academic Senate on 4 May 2005
  4. These Rules of Order were considered and ratified pursuant to § 9 (1)(b) of the Act by the AMU Academic Senate on 29 June 2005.
  5. The Rules of Order of the DAMU Artistic Council take effect on 1 July 2005.
